Topic Summary
The Security Council holds primary responsibility for international peace and security, and its resolutions bind every member state, yet it can act only when none of the five permanent members uses a veto. That is why the conflicts that matter most are also the hardest to resolve. A ceasefire is a promise made under pressure, and what separates one that lasts from one that fails is rarely the text alone. It is verification, credible guarantees and the interests of those who must respect it.
The Council will examine escalating tensions in the Middle East and the ceasefire frameworks that could contain them, with special emphasis on the war between Russia and Ukraine. Delegates will compare approaches across conflicts, from UN-monitored disengagement agreements to the Minsk agreements, and negotiate under the real constraints of the Council.
About the Committee
The body responsible for maintaining international peace and security. Fifteen members, five of them permanent with veto power, negotiate under pressure to respond to threats to peace.

Director-General's Letter
Esteemed Delegates,
It is my greatest pleasure to welcome you all to SRH Berlin Model United Nations 2027. As the Director-General of this year’s conference, I am honored to welcome both returning delegates and those joining us for the first time. I look forward to what promises to be an inspiring, challenging, and memorable experience for everyone involved.
My name is Allaith, and having had the privilege of participating in and winning the previous two SRH Model United Nations conferences, I am particularly excited to take on the responsibility of leading this year’s conference. MUN has been an important part of my academic and personal development, allowing me to explore international relations, strengthen my understanding of global affairs, and appreciate the importance of diplomacy, leadership, and constructive dialogue. Having experienced these conferences from a delegate’s perspective, I now look forward to contributing to the institution that makes these opportunities possible.
As we prepare for SRH MUN 2027, our ambition is to build upon the foundations of previous conferences while creating an even more engaging and dynamic platform for debate. We aim to foster an environment where delegates are encouraged to challenge established perspectives, engage with complex international issues, and develop practical solutions.
Model United Nations is more than an academic exercise. It is an opportunity to develop the skills, confidence, and understanding required to navigate an increasingly complex world. Whether this is your first conference or you are an experienced delegate, I encourage you to approach every committee session with curiosity, professionalism, and an open mind. Do not be afraid to challenge ideas, defend your positions, collaborate with others, and, above all, think critically.
A successful conference is not defined solely by the quality of its debate, but by the community we build, the ideas we exchange, and the experiences we take with us long after the final session. I look forward to welcoming you all and witnessing what we will accomplish together. Let us make SRH MUN 2027 a conference worth remembering.
Sincerely,
Allaith Helmi
Director-General

Chair's Letter
Dear Delegates,
First of all, welcome to SRH Berlin Model United Nations 2027.
My name is Hassan, and I will have the pleasure of serving as your Chair in the Security Council this year. I am really looking forward to meeting all of you and seeing what everyone brings to the table.
One of the best things about MUN is that you never really know what to expect. You walk into a room with people you have never met, each with their own ideas and opinions, and somehow, by the end of it, you have debated, negotiated, disagreed, and hopefully learned a thing or two from each other. That is what makes these conferences worthwhile.
Our topic this year is “Escalating Tensions and Ceasefire Frameworks in the Middle East, with Special Emphasis on the Russia–Ukraine War.” It is a subject that comes with plenty of different perspectives and, more importantly, very few easy answers. Throughout the committee, you will represent your countries, defend their interests, challenge other delegates, and hopefully find some common ground along the way.
Whether you are attending your first MUN or have been to several conferences already, I want everyone to feel comfortable getting involved. You do not need an answer to everything, and you certainly do not need to agree with everyone. Speak up, ask questions, take initiative, and do not be afraid to put forward an idea just because it is different from what everyone else is saying.
Beyond the committee itself, I hope you take the opportunity to meet new people, make connections, and enjoy everything the conference has to offer. After all, the experience outside the debate room can be just as memorable as what happens inside it.
Bring your ideas, your arguments, and a little bit of competitiveness. We will make sure it is worthwhile. Looking forward to seeing you all!
Sincerely,
Hassan
